DIGI-HR

Dimensions of digital inclusion and exclusion in Croatian society

DIGI-HR explores how the conditions for digital inclusion and exclusion emerge in contemporary Croatian society — who is left out of digital communication and how lifelong learning can help bridge the digital divide.

About the project

Digital exclusion is a social, not a technical problem

Contemporary society is structured through autonomous functional systems — education, healthcare, the labour market and public administration — whose communication is increasingly mediated by digital technologies. Those who do not participate in digital communication gradually become excluded from society as a whole.

DIGI-HR draws on sociological systems theory (Luhmann) and a combination of quantitative, qualitative and spatial (GIS) methods to map vulnerable groups and develop tailored lifelong learning programmes.
